Regional Travel Demand Model Update (10/9/2026)

The Butte County Association of Governments (BCAG) is soliciting proposals from qualified consultants to update the regional Travel Demand Model (TDM) for the 2028 Butte County Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS). The TDM must comply with applicable requirements, including Senate Bill 375, federal surface transportation legislation, and the federal Clean Air Act. BCAG will use the completed TDM to prepare the 2028 RTP/SCS, which is scheduled for consideration by the BCAG Board of Directors in December 2028.

The selected consultant must demonstrate strong project management and coordination skills, including experience working with agency staff, RTP/SCS project teams, and the California Air Resources Board (CARB). Experience preparing comparable regional TDMs is strongly preferred.
